The Commonwealth of Pennsylvania partnered with OpenAI to see how generative A.I. could contribute to government operations. The use cases can be instructive for a business owner to consider, as these can shine a light on how the private sector can integrate A.I.

The Five Most-Key Takeaways from This Blog Post

  • Brainstorming is one use case by government employees. This shines a light on one of the emerging uses of A.I., which is using it as a search tool that you can also bounce ideas off of.
  • Another use case is code creation. A.I. has been shown to be proficient at coding, hence the emerging phenomenon of “vibe coding”
  • Drafting content is also a popular use. For creative types, using A.I. tools regularly in their work can help demystify the technology while also seeing for themselves that A.I. really is better at the drafting stage than putting out a ready-to-publish content piece. This connects to brainstorming as well, as you can get inspiration by feeding A.I. prompts related to a project you are working on.
  • During the pilot of the generative-A.I. integration, employees reported saving 95 minutes a day by using generative A.I.
  • Something that the Commonwealth of Pennsylvania is doing that business owners ought to consider: providing A.I. training to employees. Helping employees transition into using this new technology instead of expecting them to automatically adapt could be useful for easing the transition and getting the most out of an A.I. integration.

The Significance for Business Owners

Pennsylvania’s approach to A.I. integration involved pitching it as a “pilot” program.

And the employees involved in this pilot program were volunteers. Just a little under half had used ChatGPT before volunteering for the program, according to this report

According to that report, A.I. played a role in helping the employees themselves understand and navigate complex policies as well as clearly lay out those policies in communications to government stakeholders.

Business owners could take a lesson, here: offering employees the opportunity to “pilot” A.I. and experiment it to see how it can fit within the employee’s workday can be an easy inroad.

A Use-Case Lesson

Business owners should realize that one of the benefits of the pilot program is that employees were given the freedom to use the A.I. as they saw fit.

For instance, an employee reported saving hours of time brainstorming and outlining ideas for a marketing campaign by using ChatGPT to do that storyboarding.

Very well, but what business owners need to consider is that not every employee is the storyboarding type. Some may just dive right into the project and so not need the A.I.

A problem that could arise for a business owner is forcing a specific use on an employee who may not even find the use relevant or, ahem, useful in the role.

Pennsylv-A.I.-nia

This pilot that the Commonwealth of Pennsylvania ran lasted from March 2024 to March 2025.

Now, a business’ pilot period need not be as long as that, but a pilot period could regardless be useful for gathering feedback and insights into how the technology could actually help employees in their particular roles.

More than half of participants’ reported use cases involved either assistance in writing or email drafting or text generation, or researching or idea exploration or learning new topics.

“Problem solving” accounted for less than 10%, which is perhaps indicative of the role that human experience and expertise can have in solving problems as they occur in a role. If you already know how to solve the problem, you do not need to ask A.I. to figure out how to solve it.

The Last (But Not Least) Key Takeaway from This Blog Post

Business owners who want a successful A.I. integration should consider the method of using a pilot program to let employees test out A.I. to see how each employee would find it useful.
